It was designed to accommodate 24 patients aged 18 and over, to provide assessment, treatment and rehabilitation. People at Winterbourne View experienced serious and sustained abuse, ill-treatment and neglect. These events represented an extreme failure of the health and care system. Subsequent Care Quality Commission inspections showed that people with learning disabilities or autism who also have mental health conditions or challenging behaviour in specialist hospital or residential care settings continue to be at high risk of poor quality care.

The Department of Health set up a review to establish any systemic issues in the provision of inpatient care for people with learning disabilities and identify necessary action for Government

The key points from the latest release are:

  • During January 2013, 92.6% of admitted patients and 97.5% of non-admitted patients started treatment within 18 weeks. For patients waiting to start treatment (incomplete pathways) at the end of January 2013, 94.3% were waiting within 18 weeks.
  • 317,545 RTT patients started admitted treatment and 953,847 started non-admitted treatment during January 2013. The number of RTT patients waiting to start treatment at the end of January 2013 was around 2.54 million patients.
  • The average (median) time waited for patients completing an RTT pathway in January 2013 was 9.2 weeks for admitted patients and 4.8 weeks for non-admitted patients. For patients waiting to start treatment at the end of January 2013 the median waiting time was 6.0 weeks.
