Exceptions to spending moratoria

As part of the government’s commitment to greater transparency, an expenditure approvals process is in place for the following spending controls:

  • ICT
  • advertising and marketing
  • recruitment
  • property
  • consultancy

The measures were originally introduced to secure £6 billion of efficiency savings in 2010 to 2011. The Cabinet Office’s Efficiency Reform Group (ERG) subsequently reviewed the controls and in March 2011 decided to retain them until March 2015. Approvals of these spending controls were first published on 15 December 2010. Publications of these approvals will now become a regular part of the transparency agenda and will be published quarterly around the same time as the department’s Quarterly Data Summaries.
